The room was spacious, but very old and not up to date! So it was far away from why I expected!

My first room was covered in dust, there was a big black mark across my sheets, and mold in the HVAC unit. My windows looked at the hall windows of another wing of the building. My toilet broke (the handle broke off and it wouldn't stop running.) A surly maintenance worker showed up an hour after I called, tore the toilet apart, strew pieces all over and then left to "get a part." Disappeared for more than an hour at which time I asked for and got another room. It was next to the train (very loud) which ran all night. This room was covered in even more dust and grime. After 2 nights of no sleep because of dust and mold allergies, I checked out 2 days early. The manager was very nice and seemed alarmed when I showed her pictures of the room conditions and construction trash in the hall. She said the hotel would refund the unused nights and that I should contact Expedia to refund the 2 bad nights. It took 2 weeks and several emails for the hotel to pay up. Expedia did not comp the 2 nights I stayed. The hotel is worn out and in disrepair. Only the rooms facing the lake have a good view. Both rooms had cheap 1980's furniture that clashed with the vintage (tho very poorly maintained) architecture. With all the great hotel options in downtown Chicago, I would say give Congress Plaza Hotel a miss.

Definitely an old building, and the stairs/elevators don't make much sense. Ludicrously high ceilings in the rooms.
