Great staff and a clean hotel in a quieter area of HaLong Bay. You get the true feeling of how locals go on about their daily lives with easy access to food and convenience stores. Great free breakfast options as well.

We stayed in an apparent off season, combined with the fact that there are tons of new builds around with them not necessarily being filled (shops and restaurants).
